*Responsibilities:*

• Assists HFS in understanding and planning for the impact of the MMIS
Provider Enrollment System, and associated policies and procedures, on
service providers and Sister Agencies and serves as a subject matter expert
for assigned functional area(s)

• Supports and guides the re-alignment HFS, its people, and their actions
with critical business policies and practices related to MMIS Provider
Enrollment

• Assists HFS in business process re-engineering and business readiness
activities associated with the implementation of the MMIS Provider
Enrollment System

• Analyzes business processes and performs needs assessments in an effort
to align information technology solutions with business initiatives

• Interprets business needs and translates them into system requirements

• Provides functional and technical expertise in identifying, evaluating
and developing systems and procedures that are cost effective and meet user
requirements

• Organizes, leads and/or participates in business discussions during
review meetings, including suggestions of business process improvements and
changes

• Executes communications and outreach management processes and standards
in accordance with the MMIS Provider Enrollment Communication and Outreach
Plan

• Provides training and education to social service providers on the
processes, policies and procedures for enrolling as an Illinois service
provider

• Assists in the development of the project communication mechanisms (e.g.,
communications center, website) including maintaining the communication
repository, email list serves, and other relevant tasks as directed by the
Communication Manager and outlined in the Communication Plan

• Coordinates and Conducts provider outreach events and may act as a
primary point of contact for assigned stakeholders regarding MMIS Provider
Enrollment questions, training etc.



*Required Skills:*



• Experience working in social services operations (state government,
community based organizations, etc.) preferably with organizations involved
in a State’s Medicaid program

• Experience and knowledge in the Medicaid Program, MMIS replacement
projects, healthcare claims processing and/or MITA

• Understanding of the impacts related to major system replacement projects
such as MMIS on government agencies, service providers and clients

• Experience conducting business process re-engineering and business
readiness activities within the social service sector including business
process mapping (As-is and future state), creating business readiness
checklists, and other identified resources

• Experience in multiple phases of projects including requirements
gathering, solution analysis, design, development and testing

• Proficient using Microsoft Office Suite (Access, Word, PowerPoint, Excel,
Visio) and other standard diagraming, collaboration and analysis tools

• Experience with Rational Unified Process (RUP) methodology and design
artifact concepts a plus

• Demonstrated ability to follow process documentation and standards

• Five (5) years performing similar role in related industry

• Proficient technical writing and editing skills along with the ability to
tailor communications to specific audiences

• Experience producing content and using various technologies (e.g., web
sites, email blasts, FAQs, survey tools, social media, etc.) to allow for
modern communications methods

• Experience working in the social service sector preferably directly with
providers and other stakeholders including state and local government,
professional associations, etc

• Experience providing training through a variety of methods (face-to-face,
large and small group settings, webinars, etc.) using diverse techniques
designed for adult learning styles
