SCOPE OF SERVICES:

Organizational Change Manager reporting directly to the SMART Project Manager 
for Organization Change Management (OCM) and works closely with the Senior 
Management and highly specialized Subject Matter Expertise for Department of 
Sanitation the City of New York.  Works closely with team members to deliver 
Organization Change solutions to provide the core knowledge and capabilities 
necessary for a highly visible and significant automation effort.  This 
position 
is responsible for all aspects of needs assessment, design, evaluation, and 
delivery of activities and supportive documents to enable automation from an 
existing fully manual process today.  Collaborates with other cross-functional 
teams per the direction of the OCM Project Manager.  Build relationships that 
foster a supportive culture to provide technical support for various roll-out 
activities.

MANDATORY SKILLS/EXPERIENCE:

• Document new systems, procedures, and methods, which requires the learning 
and understanding of existing manual processes

• Leveraging existing Change Management documentation and updating to the 
current 
state of software functionality and proposed business operations

• Participate in evaluating, planning, and implementing immediate actions and 
long term processes with procedure revisions  

• Develop a thorough understanding of the objective for the change and exactly 
how the new process will work and affect various teams

• Develop Key documents for review by user community and Senior Management;  
obtain feedback and incorporate

•  “Champion” city-wide roll-out activities and supportive Change Management 
tasks

• Conduct spot checks to ensure OCM activities are effective and adjust as 
needed

• Independently manage and conduct tasks in support of road shows and meetings 
with City executives 

• Evaluates knowledge base and adds content as needed based on OCM experiences 
and perceived upcoming needs

• Analyzes, recommends, negotiates and maintains OCM activities and ensures 
relationships are managed on an on-going basis 

• Analyzes department functions and recommends operating decisions accordingly

• Plan and lead short- and long-term planning for Organizational Development 
programs

• Makes assessments of effectiveness of OCM activities in terms of 
accomplishments 
and performance


DESIRABLE SKILLS/EXPERIENCE: 




• Over 10 years of experience with organizational development, business 
management, 
technology solution roll-out, and consulting services 
• Over 10 years of experience with a proven track record of successfully 
communicating 
business needs, requirements, assessments, workflows, processes, analysis, 
design specifications and rollout of OCM plans 
• Over 1 year experience with working in a City of New York agency 
• Over 10 years of experience with providing on-going support of system 
enhancement 
delivery, implementation, and knowledge sharing 
• Over 10 years of experience with a proven track record of effectively 
managing 
relationships and independently meeting performance objectives
• Exception communication skills (written and oral) 
• Strong project management skills
• Strong written and verbal communication skills
• Over 10 years of experience with Microsoft Office (Visio, Excel, Outlook, 
PowerPoint, Word)
• Strong interpersonal and team-related skills
• Self-starter, extremely highly independent but able to take direction as 
needed
