*PeopleSoft Human Capital Management (HCM) Developer *



*I.                   **INVITATION:*

The City of Minneapolis is soliciting responses for four (4) PeopleSoft HCM
Developer resources from approved Information Technology Staff Augmentation
Consulting Pool Vendors. The term will be up to seven (7) months.



*II.                **RESPONSE FORMAT:*

For the vendor resource being proposed, the following format should be
followed:



*A.                *Resume – Full detailed resume with relevant experience.
Four single-sided pages maximum.

*B.                 *Cost – Indicate proposed cost, per Staff Augmentation
awarded contract, (hourly all-inclusive rate) for the proposed resource.

*C.                *Evaluation Criteria – Complete Attachment B –
Evaluation Criteria.

*D.                *References – Provide three (3) references per candidate.



*III.             **CONTRACT SCOPE:*

Contract Scopes will be awarded to the Vendor(s) whose resource(s) the City
determines, in its sole discretion, is the most advantageous to the City.
Contract Scopes will be for a term of up to seven (7) months.

*Scope of Services*



It is the intent of this document to outline a general description of the
Scope of Services, extent of services required, relationship of this Scope
of Services to other work, and agencies or other parties that will interact
with the Vendor. The contents of this document are considered
representative of the Scope of Services as a whole, but are by no means
conclusive.



1.                  Work as a senior PeopleSoft HCM developer on the
(Enterprise Resource Planning (ERP) Upgrade Program.

2.                  Produce technical design specs for customizations,
interfaces, reports, data conversion and workflow.

3.                  Code and unit test programs using PeopleTools,
including but not limited to App Designer, App Engine, SQR, PeopleCode,
Integration Broker, SQL, etc.

4.                  Provide technical support during system testing,
integration testing and user acceptance testing.

5.                  Troubleshoot system defects and resolve issues.

6.                  Provide technical support during go-live cutover.

7.                  Provide technical support post go-live.

1.      Demonstrated expertise in using PeopleTools, including but not
limited to App Designer, App Engine, SQR, PeopleCode, Integration Broker,
SQL, etc.







2.      Over 10 years of PeopleSoft HCM application design, development,
and testing experience







3.      Demonstrated recent experience in PeopleSoft HCM 9.2 upgrade project







4.      Demonstrated expertise working as an independent thinker and
problem solver with extensive experience in technical troubleshooting and
problem resolution in batch programs, online PeopleCode and application
packages.







5.      Prefer candidates with direct hands-on paycheck modifications, MICR
font and signature image, or experience with Time & Labor security and
rules.







6.      Demonstrated expertise working in a wide range of assignments and
must be able to work with Functional Specification documents that are not
thorough and assisting to solve failed services and configuration setups.







7.      Excellent communication skills preferred
