Job Description:
The Department of Labor has embarked on a multi-year initiative to 
modernize its current legacy applications to a more scalable and flexible 
platform on a distributed environment.  The current legacy applications are 
decades old and are running on the mainframe using IBMs zOS.  GDOL is 
looking to migrate those applications to a distributed, virtualized, 
on-premise platform using Linux OS, Dell’s Transaction Processing 
Environment (TPE), Batch Processing Environment (BPE) and TSF (Transaction 
Security Facility) along with other third party software applications. 
 
Primary duties of this position will be to manage all cutover activities 
required to rehost the impacted business applications from the current 
mainframe environment to the distributed environment.
 
Specific responsibilities include:
This position will consist of analyzing COBOL, CICS, batch programs, JCL 
and the required configurations to identify cutover requirements.  The 
Cutover Lead will develop a detailed cutover plan including, pre-cutover, 
cutover and post-cutover activities. The Cutover Lead will provide input 
into testing, and UAT to help facilitate their proper execution. The 
Cutover Lead will coordinate pre-cutover, cutover and post-cutover 
activities to ensure a smooth transition from current state to future state.
 
The individual will oversee cutover activities for mainframe systems that 
are being migrated to a distributed platform.  Identify risks and issues as 
part of planning cutover.  This position works with the portfolio manager 
and various resource managers for proper use of technical resources and 
reports to the Mainframe ReHosting Project Steering Committee.  This role 
is also responsible for communicating the status, issues and risks 
regarding cutover to the Project Steering Committee, resource managers and 
the project team.
 
Required Skills:
The candidate must have a thorough understanding of the SDLC, and cutover 
best practices and a minimum of (5-7) years experience in managing legacy 
system modernization projects. The candidate must be able to manage issues 
to closure or resolution and develop cutover metrics for reporting 
purposes. GDOL is looking to get an understanding of how well the product 
functions.
 
Must have the ability to work closely with other teams, facilitate meetings 
and be able to interact with both technical and business team members. The 
candidate should also have working knowledge of mainframe and distributed 
environments, specifically zOS and Linux (Redhat).
 

   - Identify all activities and milestones of pre-cutover, cutover and 
   post-cutover
   - Must be able to decompose the mainframe assets into subsystems which 
   can be tested and planned for cutover.
   - Strong people management and communication (verbal and written) skills 
   are required.
   - Understand the cutover objectives and how to build a cutover schedule 
   and construct appropriate cutover activities
   - Assess TPE/BPE environment to optimize environment for most efficient 
   use
   - Organize load and performance testing as part of pre-cutover activities
   - Ensure configurations are properly applied throughout all environments 
   (DEV, QA, PROD)
   - Demonstrated skills in facilitating and organizing cutover execution 
   of cutover plan in a proficient manner.
   - Ability to identify gaps in cutover requirements
   - Develop a process to describe how a developer applies release and 
   configuration management from a change in source code
   - Proven analytical skills.
   - Responsible for coordinating activities that impact testing 
   initiatives.
   - Experienced in managing testing milestones, estimates and timelines.
   - Strong problem/conflict resolution skills.
   - Must be able to adapt to an ever-changing environment. 
   - Bachelor’s degree in related field or equivalent experience.
   
 
Success Criteria:
In order to be successful in this role, at minimum the candidate should:

   - Be innovative, energetic, energizing, flexible and eager to learn
   - 5-7 years in a Phase lead role in managing a major phase in a 
   multi-year project specifically for mainframe systems, preferably Cutover 
   Phase.
   - Knows how to get to the real technical issue and/or root cause of 
   defects
   - Understands diverse technology and integration points (e.g. mainframe 
   vs. distributed, java technologies, cobol/cics, secure transfer protocols, 
   DB2, VSAM)
   - Be able to create a realistic, detailed schedule to support all 
   testing activities needed to manage the project
   - Organize, manage and provide clear guidance to teams in order to reach 
   the testing goals and tight deadline
   - Be able to practice, candor, transparency and collaboration
    
   Deliverables to be expected:
   

   - Cutover schedule with detailed activities and milestones
   - Weekly/Monthly status report identifying risks, issues, assumptions & 
   constraints, decision needed/made relative to cutover
   - Daily project action items, issues, risks, decisions (tracked and 
   managed in Sharepoint)
   - Daily updates on defects in HPALM
   - Cutover plan
