SCOPE OF SERVICES:

The Mayor’s Office of Contract Services (“MOCS”) has compliance and oversight 
responsibilities in the NYC procurement and sourcing processes, and helps City 
agencies to achieve their programmatic goals; to provide technical and legal 
assistance to agencies and vendors; and above all, to constantly improve 
contract 
management practices.

The Business Analyst (BA) will be assigned to work within the Mayor’s Office 
of Contract Services on procurement and sourcing related projects that may 
include: operational improvements; and new strategies for information and data 
sharing across the procurement lifecycle, such as introducing technological 
systems/databases.

The BA will be responsible for eliciting, documenting and validating 
requirements 
from multiple business/stakeholder communities, including vendor, inter-agency, 
and/or agency-specific requirements, and translating those requirements into 
solution designs.

RESPONSIBILITIES


• Document a complete and thorough analysis of the “as-is” and “to-be” 
workflows 
for assigned functional area(s)
• Research the industry, and provide quantitative and qualitative assessments 
of issues and potential initiatives, including an evaluation of best practices
• Elicit requirements by interviewing business owners/stakeholders to 
understand 
business needs, processes, and data sources, conducting interface analysis, 
reviewing documentation and utilizing other techniques set forth in the BABOK
• Translate business needs into clearly defined and documented detailed 
requirements
• Spearhead the prioritization, solution assessment and validation of 
requirements 
with the business and technical project teams
• Develop analysis documentation,  including fit/gap analysis of NYC 
requirements 
to vendor out-of-the-box / configurable functionality, data dictionaries, and 
use cases
• Align NYC requirements with enterprise standards to maximize the value of 
off-the-shelf components
• Prepare and compile project documentation and templates. Compile existing 
content, training materials, and standard templates; perform needs analysis; 
draft new materials;  test new materials/templates for usability; and publish 
and maintain tools/templates
• Support Quality Assurance/Testing team to obtain user acceptance signoff 
in relevant functional areas

MANDATORY SKILLS/EXPERIENCE

The preferred candidate must possess:


• At least 4 years of experience as a Business Analyst in gathering business 
and functional requirements.
• At least 7 years of general work experience.
• A mix of private sector and public sector experience at federal, state or 
large municipal government levels.
• Proven experience with projects in multiple-entity environments (multiple 
agencies, business partners, etc.)
• Experienced with formal SDLCs and business analysis methodologies; strong 
knowledge of business analysis documentation standards
• Excellent oral and written communication/soft skills and the ability to 
clearly 
articulate to all project members and stakeholders; must be a team player who 
works well with technical and a wide of variety non-technical resources at 
different levels of the organization
• Must take initiative, provide decisive recommendations and show confidence 
in recommendations made
• Must be able to take strategic direction from executive management and 
participate 
in strategic planning activities throughout the lifetime of the project
• Must be able to see tasks through to completion without significant guidance
• Experience using standard project tools including MS Project, PowerPoint, 
Visio, and Excel

DESIRABLE SKILLS/EXPERIENCE:

It is desirable that the preferred candidate must possess:


• Experience working in an agile methodology and creating agile deliverables
• Experience using requirements and/or testing management tools (e.g.  
CaliberRM, 
HP QualityCenter, Atlassian JIRA)
• Experience in projects related to Sourcing / Procurement
• Advanced education in computer science, information technology and related 
engineering fields
• IIBA professional certification
• Experience with leading and/or managing critical aspects of a Portfolio or 
Project Management Office (PMO) including strategy alignment, capacity 
management, 
benefit-cost (ROI) analysis, evaluation and KPI analytics, prioritization and 
interdependency evaluation, roadmap development and risk management.
