*Technical Architect, Atlanta, Georgia *

The Georgia Department of Human Services (DHS), Office of Information 
Technology is seeking qualified candidates for the position of* Technical 
Architect-IES* in Atlanta, Georgia.  

 

The person filling this position will work to support design and 
development of the federally mandated Medicare application which must be 
completed by April 2016. This individual will then continue to work as a 
member of a technical team tasked to redesign and transition the current 
DHS/DCH healthcare technology systems in compliance with the requirements 
of the 2010 Affordable Care Act. 

 

The Technical Architect will be accountable for analyzing and designing the 
enterprise infrastructure architecture to meet business and technical 
requirements for IES, This includes creating and maintaining documented 
standards, assessment of new products and methods, developing and 
implementing appropriate IT Infrastructure practices across multiple 
operating systems and hardware platforms. The ability to effectively 
communicate with all levels of the organization on infrastructure 
architectural is critical. 
 
Job Description:

The Technical Architect will support all IES project.  One will be needed 
to make sure that newer technology and/or architectural design are used 
to meet the business requirements set by the customer.  The 
Technical Architect will provide support and leadership for the integration 
and design of new and enhanced systems across multiple Systems.

 

Enhances information architecture team accomplishments and competence by 
planning delivery of solutions; answering technical and procedural 
questions for less experienced team members; teaching improved processes; 
mentoring team members.

 

Identifies user requirements by researching and analyzing user needs, 
preferences, objectives, and working methods; studying how users consume 
content, including data categorization and labeling; meeting with focus 
groups.

 

Plans information architecture by studying the site concept, strategy, and 
target audience; envisioning architectural scheme, information structure 
and features, functionality, and user-interface design; creating user 
scenarios; preparing data models; designing information structure, work-and 
dataflow, and navigation; evaluating information representation; conducting 
creative meetings.

 

Organizes information by translating user behavior into media structure and 
elements; crafting interactive experiences; producing workflow diagrams, 
user scenarios, flowcharts, and storyboards; preparing interaction 
specifications, navigation rules, organization of information, and site 
maps; coordinating with business, technology, visual, structural, 
editorial, cognitive, and brand strategists.

 

Validates information delivery by developing and completing usability test 
plans; evaluating traffic patterns; studying user feedback; coordinating 
with Usability Specialists.

 

Enhances organization reputation by accepting ownership for accomplishing 
new and different requests; exploring opportunities to add value to job 
accomplishments.

 


*Qualifications *

 

Candidate has more than 10 years of experience in IT or related field.

Demonstrated technical leadership.

Candidate has 5-10 years application development programming experience.

7+ years of experience in software development (Java, .Net, C++,HTML, 
Javascript, CSS)

7+ years of experience in system design, implementation and scalability for 
enterprise ecommerce systems and web infrastructure – Web Services, SOAP, 
HTML/HTTP, APIs.

Expertise in multiple technology platforms: JSP, J2EE/JEE, EJB, WebSphere, 
Weblogic, HTML, DHTML, XML, SOAP, JavaScript, MVC patterns, Unix/Linux.

Strong understanding and implementation experience of modern 
web/integration architectures (REST, Web Services, Messaging) HTML5, Ajax, 
modern JavaScript libraries, etc.

Familiarity with mobile device management systems.

Self-directed individual who is able to identify and plan the next steps 
for the execution of a technical or infrastructure architecture strategy.

Excellent analysis and critical thinking skills.

Combination of technical savvy, business acumen, and subject matter 
expertise.

Experience with the strengths and weaknesses of multiple security 
frameworks for both web and mobile applications.

Strong verbal and written communication skills -- ability to communicate 
effectively with various levels of executives.

Excellent organizational and planning skills.

Extensive technical and architectural leadership experience in the design 
and development of distributed object orientated solutions on multiple 
platforms.

Experience with multiple platforms.

Possesses a thorough understanding of clients IT capabilities.
