Senior ECM Business Analyst  Atlanta GA Duration 11 Months

 Job Description:

The Georgia Department of Labor is among the three-member states which 
formed the Southeast Consortium for Unemployment Benefits Initiative also 
known as SCUBI.  The overall project is to collaboratively develop a shared 
UIB system among the three member states of the Southeast Consortium. 
Efforts include a detailed design, development, implementation, and 
eventual operation of the desired system which will replace the current 
legacy mainframe system.  One of the interfaces to the SCUBI system is an 
Enterprise Content Management system, currently owned and managed by GDOL.  
The SCUBI ECM project will lead to the interface between the GA ECM 
environment and the SCUBI system.

 

The position, assigned to the SCUBI ECM Project will elicit and gather 
requirements, develop use cases and functional design documents and other 
related work products specifically for enterprise content management, 
including but not limited to:

   - ·       Imaging (using Kofax)
      - o   Faxing documents
      - o   Emailing documents
      - o   Scanning documents
      - o   Digitizing and importing microfiche and microfilm records
   - ·       Content Management (using IBM Content Manager)
      - o   Adding inbound content
      - o   Adding outbound content from third party systems
      - o   Updating metadata on existing documents
   - ·       Workflow (using Capgemini’s AcUIty system)
      - o   Creating new work items
      - o   Matching documents to existing work items
      - o   Filing documents
   - ·       Records Management (using IBM Content Manager)
      - o   Marking records for deletion
      - o   Changing retention schedules
   
 

Primary duties will be to manage a business analysis project, elicit and 
analyze requirements, develop use cases and functional design documents 
according to business analysis best practices and the Georgia Department of 
Labor SDLC Methodology.

 

Successful candidates will be accomplished senior business analysts who has 
extensive experience in enterprise content management and can produce 
quality deliverables, operate independently with little direction, develop 
quality use cases and functional design documents and manage their part of 
the project from start to finish.

 

The successful candidate will be expected to provide guidance and expertise 
in business analysis techniques and to participate in the development of 
related work products.

 

Knowledge and experience in full Systems Development Life Cycle, Business 
Analysis and Testing Methodologies and ECM is required.

 

Specific responsibilities include:

   1. 1.     Review SCUBI RFP (including attachments) and extract/document 
   ECM requirements, append requirements as needed
   2. 2.     Review and assess SCUBI high level, low level use cases and 
   functional design documents for ECM impact
   3. 3.     Become intimately familiar and knowledgeable of UI Benefit 
   business processes
   4. 4.     Assess UI Benefit business rules for impact on ECM processing
   5. 5.     Develop GA ECM High and Low Level use cases to support the 
   interface between SCUBI and GA Kofax and Content Manager
   6. 6.     Develop Functional Design documents to support the interface 
   between SCUBI and GA Kofax and Content Manager
   7. 7.     Develop requirements to support GA ECM solution
   8. 8.     Follow up with stakeholders on use case and functional design 
   questions
   9. 9.     Gathers and documents business and technical requirements.
   10. 10.  Analyzes business processes, conducts interviews, and confers 
   with management to document procedures and determine program's functional 
   requirements
   11. 11.  Chairs, manages, or facilitates business analysis meetings, 
   communicating individual roles and work expectations. Manages conflict 
   resolution within the framework of business and project/program objectives.
   12. 12.  Overcomes obstacles and resistance to change through the use of 
   complex strategies to promote project/program success, such as sharing 
   resources to solve mutual problems across the organization.
   13. 13.  Monitors project milestones and critical dates to identify 
   potential jeopardy of project schedule. Identifies ways to resolve schedule 
   issues. Keeps management aware of the situation.

 

Required Skills:

   - ·       CBAP or PMI-PBA certification or successful completion of a 
   recognized business analysis curriculum
   - ·       5-7 years as a Senior Business Analyst or Lead Business 
   Analyst engaged in at least 2 multi-year, end-to-end projects with one 
   project being an ECM implementation
   - ·       BA/BS degree with major/minor combination of Business and 
   Computer Science or 10+ years comparable business experience.
   - ·       Expert in Business Analysis, including facilitation, JAD 
   sessions, information gathering, diagramming, and process documentation 
   with working experience of the complete B/A toolset.
   - ·       Extensive experience in requirements analysis and elicitation, 
   use case development and functional designs
   - ·       Expert level knowledge of standard PM tools (MS Project and 
   Project Server, Visio, MS Office Suite)
   - ·       Clear understanding of end-to-end application delivery in a 
   multi-platform environment (mainframe, client server, web).
   - ·       Strong understanding of IT operational processes and 
   familiarity with standards and trends in the industry relative to IT 
   processes, such as ITIL and CMMI.
   - ·       Knowledgeable and experienced in the full Systems Development 
   Life Cycle and Testing Methodologies.
   - ·       Comfortable in interacting with staff and management, 
   including Executive levels.
   - ·       High degree of skill in the development and execution of 
   business and technical presentations.
   - ·       Must be meticulous in creating high quality, high value 
   deliverables
   - ·       Ability to write business process documentation in clear and 
   understandable fashion
   - ·       Well developed communication skills – oral, written, 
   listening. Good analytical and negotiation skills, and close attention to 
   detail.
   - ·       Ability to multitask and stay well organized
   - ·       Must have strong collaboration skills
   - ·       Must have excellent leadership, interpersonal, and motivation 
   skills.
   - ·       Should be energetic, energizing and engaging

 

Preferred Skills:

   - ·       Advanced degree from an accredited college or university.
