*SCOPE OF SERVICES *
*Job Description: *The Department of Housing Preservation and Development
has a need for an experienced User Interface Design / User Experience
Specialist works on various project teams to develop user-centered designs
for agency applications. The specialist would be responsible for the
look-and-feel, information flow, and visual design of thick client,
web-based and mobile applications. The specialist would evaluate existing
and new designs from a user experience view, to ensure the usefulness,
usability and appearance of user interfaces.
The User Interface Design / User Experience Specialist would:
• Work in a team environment that includes project management,
business analysis, information development, software
development and quality assurance
• Analyze business requirements to design user interfaces
• Write user interface specifications
• Evaluate user interface designs
• Create any necessary art, logos, etc.
• Build prototypes to demonstrate designs to users and
developers
• Work with developers to implement the designs
• Ensure that the visual structure of the UI remains consistent
across multiple components and browsers
• Develop plans for usability testing of the designs
• Carry out usability testing of the designs
• Analyze results of usability testing
• Lead definition and documentation of style and appearance
guidelines, design principles

Minimum of 4 years’ experience in user interface design
Minimum of 4 years’ experience in web-based user interface design
Minimum of 4 years’ experience in human factors and usability engineering.
At least 4 years’ experience applying these skills to the design and
development of web-based systems.
Minimum of 4 years’ experience in user interface design using tools like
Axure, Adobe Photoshop, Illustrator
Experience in gaining active end-user involvement in the specification,
design, and implementation phases through interviews and site visits.
Strong illustration, graphic design and user-centered interface design
experience demonstrated through a portfolio.
Detailed knowledge of HTML (Hypertext Markup Language), XHTML (Extensible
Hypertext Markup Language), CSS(Cascading Style Sheets) and
XML(eXtensible Markup Language).
Experience with prototyping user interfaces
Demonstrated experience troubleshooting browser quirks and CSS (Cascading
Style Sheets) problems.
Strong communication skills.
Familiarity with current usability research, theories and methodologies
(especially user-centered design processes), and a demonstrated
understanding of how human factors activities provide unique
value in the user interface design process.
Strong collaboration, relationship management, communication and written
skills.
Good judgment, logical thinker and detail oriented.
