SCOPE OF SERVICES:
The NYC Department of Education’s (DOE) Special Education Student Information 
System (SESIS) supports the evaluation of special education student needs and 
provisioning of special education services, and is intended to be the vehicle 
to facilitate and monitor compliance as well as produce State and Federal 
court-mandated 
reports. It is currently incapable of supporting critical reporting and data 
management functionality and the SESIS application itself is plagued with 
defects 
and issues.

The City is conducting an assessment to produce a strategy and plan for 
improving 
SESIS, an effort that will involve the DOE, the NYC Department of Information 
Technology and Telecommunications (DoITT), the Mayor’s Office, the Office of 
Management and Budget (OMB), and the NYC Law Department (Law).

 

This assessment will follow three streams of work:

1.            Conduct emergency repairs to support system performance and 
stability;

2.            Adequately address Jose P vs Mills and Medicaid reimbursement 
claim reporting requirements; and

3.            Propose a solution that fully manages DOE’s process of evaluating 
special education student needs and provision and tracking of special education 
services.

 

Responsibilities:


• Lead in assessment of a project plan for data integration, data warehousing 
and related initiatives for an education information management system;
• Lead in gathering and validating presented artifacts for project inputs of 
various stages of development;
• Responsible for determining appropriate data model for large scale data 
operations 
for educational information management system.
• Serve as lead architect for complex multi-agency projects;
• Directly engage with executive leadership, business and technical clients 
from various agencies;
• Analyze legacy (e.g. mainframe, proprietary system) platforms on how to 
integrate 
and model data; propose BI or data integration solutions;
• Assess and propose potential ETL development strategy
• Engage with the development teams to provide production management support 
input for the design of new applications
• Ensure that assessments from other teams (Business Analysts, Developers) 
have proper information;
• Work with all teams in assessing and documenting system requirements

MANDATORY SKILLS/EXPERIENCE:


• At least 8 years of full-time experience as Data Architect, along with a 
strong experience interacting and communicating with and executive leadership 
and business stakeholders to understand business needs and requirements.
• Ability to work in cross-functional teams to provide practical solutions; 
outstanding collaboration and team building skills.
• Strong customer and quality-focus mentality; sound problem resolution, 
judgment, 
and decision-making skills.
• Demonstrated experience working with technical and non-technical staff.
• Strong written and verbal communication skills; excellent analytic, 
organization, 
presentation and facilitation skills; and the ability to manage multiple tasks 
under tight deadlines.
• Ability to understand impacts to downstream processes on architectural 
considerations.
• 6+ years in writing SQL and apply the language to various types of databases, 
understand RDBMS limitations and have effective communication skills to 
communicate 
proper application of relational, columnstore and NoSQL technologies.
• 6+ years of experience in interpreting business requirements, technical and 
existing business process artifacts, legacy system operations, business needs 
provided in various forms of communication into a sustainable target data 
storage 
model for data warehousing or data marting for information dissemination using 
a front end enterprise class reporting tool such as OBIEE.
• 5+ years of experience in producing multiple proposals on data storage 
requirements 
for the data model
• 5+ years leading or planning JAD technical sessions to review use cases and 
artifacts to translate into future-state implementation
• 4+ years of experience in estimate growth of data, plan stages of database 
optimization to match projection and level of development effort.
• 4+ years using SQL Server, Oracle and other types of databases.
• 3+ years leading and managing technical development teams.
• 3+ years understanding various types of database optimization and functions 
(e.g. types of indexing, organization of columnstore indexing, FlashCache, 
tablespaces and cost optimization of storing data.
• 3+ years in Unix scripting or Windows scripting.

DESIREABLE SKILLS/EXPERIENCE:


• 5+ years of experience understanding and/or hands-on development of how front 
end reporting tools will utilize data model, data operations and effectively 
communicate caveats. OBIEE exposure will is a definite plus.
• 5+ years of hands-on and understanding and hands-on development on how ETL 
tools will populate target model and effectively communicate caveats. 
Informatica 
PowerCenter and SSIS exposure is a definite plus.
• Knowledge of SAS, Palantir, Tableau, machine learning concepts, MDM concepts, 
Talend, Kettle, DataFlux a plus.
• Use of ERWin, ER Studio, Oracle Data Modeler, Visio and Office suite of 
products 
are a plus.
• Solid understanding of client/server architecture and of metadata driven 
enterprise reporting platforms.
