*Job Description:
*-Years of Relevant Experience: 5 plus years, and 2 to 3 years project
management experience.
-Preferred Education: 4 year college degree or equivalent technical study
-Candidate should have over 5 years experience in software development.
-Candidate should possess excellent communication and presentation skills.
-Candidate must possess strong skills in object-oriented analysis, design,
and implementation (using UML), with active involvement in all phases of
project life cycle.
-Candidate should quickly understand functional and technical aspects of
software development projects.
-Candidate must have at least two years team lead experience with large,
complex web applications.
-Candidate must have experience with oversight for ensuring business
requirements are accurately converted into technical design documents such
as use cases and class diagrams.
**
*Role Description:*
-All roles specified in TL 1 plus:
-Prepare estimates for enhancements of existing applications and development
of new modules.
-Perform detailed design review of interim and final tasks and code.
-Process enhancement work requests; review, prioritize, and package.
-Conduct structured walk-throughs or inspections; manage issues to closure.
-The candidate will be required to create user/training guide for the end
user.
-Ensure work remains within the agreed scope.
-Track workplan baseline against results.
-Proactively identify and manage issues/risks affecting the project.
-Communicate accurate and useful status to Group Lead and other management
on a timely basis.
-Identify and initiate continuous improvements.
-Facilitate communication and knowledge sharing within the Application
Teams.
-Develop and deepen understanding of system business requirements supported
by the Application Team.
-Communicate clearly the Application Team goals, organizational
philosophies, and policies and procedures to the Application Teams.
-Conduct structured walk-throughs or inspections; manage issues to closure.

-Understand government business process and operations, including
familiarity with HIPPA and NJAC regulations.
-Design product architecture on an enterprise level to expand and

-Experience with architecting and implementing J2EE, expertise in components
design using Java and strict adherence to J2EE design patterns
-Experience in design and development modular re-usable components for Java
Enterprise Applications using UML, Rational
-Analyze or recommend commercially available software or other IT
architectural components
-Prioritize work and establish deadlines, assign responsibilities and
monitor progress of team members
-Anticipate, identify, track and resolve issues and risks affecting own work
and work of the project team. Develop contingency plans as necessary
