Role : Procurement Specialist Client : Texas Health and Human Services Duration : 4 (months) Location : 701 W. 51st Street, Austin TX 78752 Job Description : HHSC’s Chief Information Office has the need of a Procurement Specialist skilled in analyzing and documenting requirements, providing support to a procurement engagement, and in assisting with the preparation of Requests for Proposals (RFPs) for large information technology systems and services. This position requires four (4) or more years of experience, relies on limited experience and judgment to plan and accomplish goals. A certain degree of creativity and latitude is required. Works under limited supervision with considerable latitude for the use of initiative and independent judgement Responsibilities will include: • Researching the history of the prior procurements in order to understand current goals and objectives. • Developing supporting RFP elements including written content, diagrams, charts, and timelines. • Documentation of meeting proceedings and requirements sessions. This includes publication and distribution of meeting minutes, preparation of requirements documents, and follow-up on all action items. • Facilitation and/or management of the creation of documentation as needed for the scope of procurement projects. • Creation and maintenance of presentation materials. • Procurement coordination tasks, including scheduling meetings. • Creation and maintenance of requirements traceability matrices. • Identification of key business functions and stakeholders to participate in procurement activities. • Assisting with the drafting of RFP(s) on an aggressive timeline, to be comprehensive, concise, and compliant with all rules, policies, and guidance. • Other duties as assigned. Requirements Minimum Skills Requirement in years Years Skills/Experience 6 Experience drafting Requests for Proposals (RFPs) of which a minimum of 2 years were spent drafting RFPs for Texas state agencies. 5 Demonstrated ability to meet tight deadlines. 5 Experience successfully leading meetings and facilitating discussions. 5 Expertise using Microsoft Office products, Word, Excel, PowerPoint, Project, and Visio, with exceptional skills in Word and Visio. Strong Knowledge of how Texas Medicaid is implemented and managed. Strong Proven ability to work successfully with technical and non-technical groups, and manage multiple responsibilities. Strong Excellent analytical, problem-solving, team playing and communication skills. Strong Experience and judgment to plan and accomplish goals and independently perform a variety of complicated tasks; a wide degree of creativity and latitude is expected. Strong Oral and written communication skills. Preferred skill requirements in years Years Skills/Experience Yes Experience drafting RFPs for one of the five agencies within Texas Health and Human Services: the Department of Aging and Disability Services (DADS), the Department of Assistive and Rehabilitative Services (DARS), the Department of Family and Protective Services (DFPS), the Department of State Health Services (DSHS), and Health and Human Services Commission (HHSC). Yes Prior experience developing Federal funding requests (Planning Advanced Planning Documents and Implementation Advanced Planning Documents).
