Role: Project Manager Duration: About 24 months Location: Brooklyn, NY Only Local Candidates with GC/EAD-GC/USC Job Description: The candidate will serve as a Project Manager/Business Analyst performing professional duties related to the review, assessment, and development of business processes. Focus on effective use of resources, both people and technology, in the execution of the NYC Department of Education - SchoolFood Modernization (SFM) Project. Functioning in a liaison capacity, incumbents combine business-planning expertise to analyze and translate departments’ business requirements into system deployments and/or business process changes. Incumbents act as a change agent to help facilitate effective deployments/modifications to current practices. Incumbents will serve all business units within the Office of School Food Services. As a Project Manager/Business Analyst for the SFM Project he/she must apply well-developed interpersonal and analytic skills, knowledge of business processes and information technology, and a deep understanding of business strategy to evaluate problems and opportunities, elicit requirements and work with the business team and others to define and execute solutions. The Project Manager/Business Analyst operates under general or minimum supervision, and performs duties with broad latitude for judgment. Incumbents independently perform strategic business analysis to support the overall project. Final products may be reviewed upon completion with regard to business and technical soundness and appropriateness. Specific duties of individual assignments vary and non-business process analysis and project management work may be assigned at a minimal level. These other duties may include general analytical assignments. The candidate must have excellent oral and written communication skills, with the ability to communicate with stakeholders at all levels of the organization, and across technical and non-technical disciplines; a strong understanding of business concepts and practices, and an ability to communicate them to both business and technology professionals is needed. Reports to: Managing Director – Enterprise Architecture and Process Improvement of the Office of School Support Services (OSSS) Key relationships: The Project Manager/Business Analyst works closely with the Program Management Team and SchoolFood business departments on all aspects of identifying and documenting business processes, risk management and project status reporting Responsibilities: · Develop business cases for projects, identifying stakeholders and defining scope, opportunities, proposed solutions, benefits and risks; · Determine operational objectives by studying business functions; gathering information; evaluating output requirements and formats. · Effectively facilitate JAD sessions and/or requirement workshops. · Construct workflow charts and diagrams; studying system capabilities; writing specifications. · Improve systems by studying current practices; designing modifications. · Recommend controls by identifying problems; writing improved procedures. · Define project requirements by identifying project milestones, phases, and elements. · Monitor project progress by tracking activity; resolving problems; publishing progress reports; recommending actions. · Maintain system protocols by writing and updating procedures. · Develop test cases for projects as part of requirement analysis and is responsible for managing user acceptance testing phase of the project; · Provide references for users by writing and maintaining user documentation. · Maintain user confidence and protects operations by keeping information confidential. · Prepare technical reports by collecting, analyzing, and summarizing information and trends. · Contribute to team effort by accomplishing related results as needed. Qualification Requirements: 1. A baccalaureate degree from an accredited college, and two years of satisfactory full-time (not classroom based) experience in wide area network planning, design, configuration, installation, troubleshooting, integration, performance monitoring, maintenance, enhancement, and security management; or 2. A four-year high school diploma or its educational equivalent and six years of satisfactory full-time (not classroom based) information technology experience of which at least 2 years must have been as described in “1” above; or 3. A master’s degree in computer science or a related field from an accredited college may substitute for one year of experience. However, all candidates must have at least one year of satisfactory (not classroom based) full-time information technology experience as described in “1” above.
