Job Description :


Requirement : 

Health and Human Services Commission (HHSC) Procurement and Contracting 
Services 
(PCS) developed a new business model with associated business processes for 
the HHS agencies to support procurement and contract management functions.  
HHS Enterprise IT is developing a new contract management and oversight 
application 
(SCOR - System of Contract Operation and Reporting) in accordance with the 
newly elicited requirements.  The goal of the new SCOR application is to meet 
the following objectives:


• Support the new business process model for Contract Management and Oversight 
functions across HHS agencies
• Provide functional oversight and visibility in the contract management 
lifecycle 
functions and be able to track and monitor contracts with robust reporting 
capabilities
• Create automated workflow functionality throughout the contract management 
lifecycle
• Get all of contract data into the proposed system with data integrity and 
accuracy
• Must be tightly integrated with CAPPS 9.2 PeopleSoft Financials system where 
the contract is developed and executed
• Must be able to monitor and escalate contracts using risk assessment criteria 
and dollar thresholds
• Must be scalable to add new modules as required by business areas

The worker is expected to plan, create, develop, integrate, test and deploy 
a reporting solution to meet the above goals and objectives using SAP Business 
Objects, Crystal and Web Intelligence tools, with an Oracle database backend 
and WebSphere application platform. 

The worker will be responsible for defining the overall Business Intelligence 
roadmap and report strategy for the SCOR application.  The SCOR application 
will have a Reporting database created through a GoldenGate replication.  The 
worker will develop business/validation reports using Crystal Reports, 
Dashboards, 
Universe and other BI components. Must be able to work with the predefined 
functional requirements and then translate those requirements into technical 
specifications and subsequent reports. Develop, Universe consultation/creation, 
test and implement standard and ad hoc reports that enable data driven 
decisions. 
Must have solid experience in using Business Objects using both Crystal and 
Web Intelligence, server based relational databases (e.g. Oracle, SQL Server), 
validation of results through existing data sets, performing data queries and 
working with multiple databases.  The worker will be responsible for defining 
and developing the user roles and authorizations. The worker will be 
responsible 
for end user training to better use the Business Intelligence Infrastructure

The worker will work closely with the development team and staff to learn the 
SCOR infrastructure, architecture, components and application in order to 
perform 
required technical tasks to perform project scope, data discovery, and 
development 
of SQL script, report development, and testing of developed solutions. The 
worker should be a self-starter, highly motivated, with good communication 
and multi-tasking skills.
