*Business Analyst * Reviews, analyzes, and evaluates business systems and user needs. Complete Description: *Location: Richmond, Virginia*** *Duration: 8 months* *Rate : $40/hr on C2C* ***Local candidates ONLY. * ***IN PERSON INTERVIEW ONLY – NO TELEPHONIC ROUND* *8-11 years of experience as a Business Systems Analyst* Job Description: Reviews, analyzes and evaluates business systems and user needs and compiles those findings into system requirements. Analysis - Needs ability to plan and conduct Joint Application Design sessions for identifying and specifying logical system design requirements. Needs a thorough understanding of relational databases and data modeling and be able to develop and interpret an Entity Relationship Diagram. Needs ability to develop and interpret data flow diagrams. Needs the ability to articulate and document user’s system requirements in an organized manner that can be understood by functional and technical staff. The candidate will be involved in gathering the requirements and reviewing the business processes of the Administration Division at the VA ABC Board. This project will encompass a team of 5-8 people with assigned Project Managers from the Agency. Technical Skills - Needs sufficient technical skills to perform their own inquiries and reporting to conduct data analysis of data stored in various file formats, such as Oracle databases and MS Access databases. Needs knowledge or aptitude for gaining knowledge of various development tools in order to obtain a basic understanding of data sources and processing within existing systems for problem solving and in order to make good recommendations for the logical design of enhancements. Knowledge of system life cycle development methodologies. Needs knowledge or aptitude for utilizing development tools to create logical designs of databases, screens, processes, and reports that fit well technically within the development environment while meeting user needs. Needs experience in Windows, word processing (Word), spreadsheets (Excel and MS-Access), presentation (PowerPoint), workflow diagram (Visio), and project management (MS-Project) software. Familiar with enterprise solutions in a web environment. Prepares solution options, risk identification, and financial analyses such as cost/benefit, ROI, buy/build, etc. Communication - Ability to establish a working relationship with users and obtain a good understanding of their business. Needs very good written and verbal skills in order to communicate on a daily basis with all levels of the business and technical organizations Other - Ability to manage multiple deadlines and priorities in a fast paced environment. Must be a team player. Experience with the Rational Suite would be a plus. Familiarity with client-server concepts would be beneficial.
