*Location: Raleigh, NC*** *Duration: 12 Months * *Rate: $55/hr C2C * *Face to Face: Yes * *Description:* The Office of State Budget and Management (OSBM) is seeking a short term (approx 12 month assignment) for IBM Cognos Business Intelligence (BI) v10.1 Subject Matter Expert to work on the implementation of a new Budget and Performance Management system replacing the current mainframe and Oracle systems, which have been built incrementally over time. The system utilizes IBM TM1 9.5.2, Cognos BI 10.1, and FileNet 4.5.1, and will incorporate custom Java forms, portal, and authentication solutions. This position will support the Budget System Project Team as a representative of Cognos 10 BI capabilities within the context of the overall application architecture, and will work as a member of the project’s System Architecture Workgroup to design the integrated solution. *Duties include: * • Providing analysis of the components listed above, as well as potential alternatives • Gaining a comprehensive understanding of the business processes in OSBM and the best practices for integration using the selected components • Working closely with OSBM technical staff on all BI deliverables for design • Component selection and implementation activities • Providing hands-on implementation expertise with Cognos BI data modeling, report development, and tools. • Act as an expert resource and provide guidance to OSBM in solving difficult technical issues, demonstrating best practices in the Cognos 10 BI environment. Knowledge, Skills, and Abilities Requirements: Training and Experience Requirements: • Bachelor’s degree with two minimum of (2) years experience in a clearly-defined technical architecture role • Minimum of five (5) years of overall IT-related experience (Or equivalent combination of recent training and experience) • Recent, hands-on and in-depth expert-level experience with Cognos 8 and 10 Expertise with all tools used in the development of solutions within Cognos BI, including: • Framework Manager • Report Studio • Query Studio • Analysis Studio • Metric Studio. *Ability To:* • Follow detailed project plans accounting for all necessary activities and resources. • Work independently and perform job with minimal supervision • Identify strengths and weaknesses in alternative solutions to meet both business and technical requirements • Articulate information to management (both written and oral form) • Consult with technical staff • Higher-level business professionals and other vendors/consultants to elicit their input and capture it in clear and concise documentation. *Preferred: * • Working knowledge or familiarity with IBM TM1 and IBM FileNet • Previous experience with Java-based or other external applications interacting with Cognos via the APIs Cognos BI Professional Author or Developer certifications Other Requirements: The vendor must notify the Agency if any portion of the requirements listed in this Task Order are to be outsourced to other countries.
