Senior Programmer Analysts (Consultants) to support the move of the *Pacbase
Vehicle Registration System*

*(VRS)* from its current mainframe environment. This will be accomplished by
*replatforming the Pacbase*

*generated Common Business-Oriented Language (COBOL) to Fujitsu COBOL for
Visual Studio (VS) .NET*

*Framework execution in a Windows Server environment*. While most of the
remaining work is in the VRS,

some assignments may support the similar migration of the Driver License
System (DLS).

The project will require the Consultant to work approximately *two thousand
five*

*hundred (2,500) hours in Fiscal Year (FY) 2012.* *The Consultant may be
required to*

*work more than forty (40) hours per week.*

This Agreement is to be effective from *receipt of a purchase order through
June 30, 2012*. If intending to

renew this Agreement, the ODPS shall give written notice to Independent
Contractor prior to expiration.

Upon mutual agreement of both parties, and contingent upon appropriation of
such funds by the General

Assembly, such renewal shall begin be from, *July 1, 2012 through June 30,
2013*.**

*Background:*

*The Information Technology Office (ITO) is engaged in an effort to migrate
all processing from the Unisys*

*2200 Mainframe*. The largest part of the overall effort is moving the
mainframe applications written in

Pacbase. *Pacbase is the Computer Assisted Software Engineering (CASE)
product that houses the*

*business rules and generates the program code that supports the Central DLS
and VRS(s).* IBM support for

Pacbase ends in 2015. Both the VRS and DLS were written in Pacbase.



The VRS is a collection of vehicle data, owner/operator information,
registration data, vehicle inspection

data, mail registration information and the programs that maintain all of
that data on vehicles licensed for

operation by the State of Ohio. The VRS information interfaces with the
Deputy Registrar’s Business

Applications Support System (BASS), Ohio Public Licensing Access through
Electronic Services

(OPLATES); Mail Registration System, Automated Title Processing System
(ATPS) and the Vehicle

Registration Correction System (VRCS). All of these systems retrieve
information from VRS and provide

updated information back to VRS as a part of the registration renewal
process. Updates are currently

processed in batch mode. Registration data is extracted by various means to
provide vehicle registration

data to governmental agencies, law enforcement agencies, private entities
and individuals.



The DLS is the collection of driver personal information coupled with driver
performance data in the form of

Convictions, Suspensions, Notes (e.g., medical) and Accident Data. Driver
license data is fed and utilized

by numerous other governmental and private entities. While the primary focus
will be the VRS, assignments

may include work on the DLS.



*Specifications*

*2.1 Scope of Work:*

This Scope of Work (SOW) is for the consulting services required to extend
the capability of the ODPS staff

by executing the steps required to move the Pacbase code using the Fujitsu
Compiler to enable the

compiled code to successfully execute in a Windows Server environment. *The
Pacbase applications will*

*move to a Windows environment by changing the Pacbase COBOL Compiler.*



*Keystrata like to secure the services of one (1) Senior Programmer Analyst
(Consultant) to work on*

*this migration effort. *The Consultants will work with and under the
direction of staff, specifically a

section supervisor or a systems analyst to perform tasks to migrate the VRS
processing from the

mainframe.



*The major tasks of the Consultants will include:*

2.1.1 Migrate, modify and or debug COBOL programs to switch Compilers.

2.1.2 Write and modify Pacbase code.

2.1.3 Perform unit and system testing.

2.1.4 Write document per instruction.

2.1.5 Support user acceptance testing.

2.1.6 Assist the business area in updating data conditions.

2.1.7 Plan and execute data migration (including data mapping, migration and
validation work).

2.1.8 Plan and execute the implementation of the systems.

2.1.9 Perform post-implementation support.

2.1.10 Assist in the resolution of all anomalies in processing.

2.1.11 Write and run scans to assist in problem identification.**

*2.2 Mandatory Requirements and Qualifications:*

The Offeror shall provide a Senior Pacbase Programmer/Analyst (Consultant)
that will work onsite at the

ODPS (Shipley Building), 1970 W. Broad Street, Columbus, OH 43223 under the
direction of one (1) or

more ITO Supervisors. The proposed resource(s) must meet the following
mandatory requirements in order

to be eligible for consideration:

2.2.1 A minimum of eight (8) years of verifiable Information Technology (IT)
programmer experience.

2.2.2 A minimum of five (5) years of verifiable experience using Structured
Query Language (SQL).



*REQUIREMENT
**One (1) Senior Pacbase Programmer Analyst (Consultant) *



-           *A minimum of two (2) years of verifiable experience utilizing
Pacbase for relational systems on a*

-          *Unisys OS/2200 or IBM mainframe system (preference will be given
to candidates with Unisys*

-          *OS/2200 experience).*



-          *A minimum of eighteen (18) months of experience utilizing
Pacbase within the past three (3) years.*

-          *A minimum of three (3) years of verifiable experience working
directly with end-users to define requirements and provide technical advice
and assistance in a large-scale environment*.

-          *Experience, including environments, must be fully documented**.*



The proposed resource(s) must demonstrate the following requirements in
order to be eligible for further

Consideration:

-          Must have the ability to collaborate with supporting resources
across business and/or functional

lines.

-          Must have excellent oral and written skills and possess strong
meeting and work session facilitation

skills.

-          Must have the ability to work independently and as part of a team
with the ability to manage time

-          and resources to meet assigned deadlines.

-          Must have a strong understanding of prioritization stemming from
the elicitation of system and user

-          requirements.

-          Must have excellent organizational skills, proven analytical,
planning, problem solving, and

-          decision-making skills.

-          Must be knowledgeable in the English language and speak clearly
and understandably using the

-          English language.
