Position: Business Analyst
Location: Austin, TX
Duration: 2 months + Renewable
HHSC Enterprise IT is currently in the planning stage of an enterprise
data governance initiative by:
• Evangelizing Data Governance across the Enterprise.
• Operating an internal Enterprise Data Matching Workgroup.
• Coordinating efforts with multiple Medicaid-related information
projects throughout the Enterprise.
Worker responsibilities may include:
• High-visibility intensive relationship building with stakeholders at
all levels throughout the five-agency HHS Enterprise.
• Research of the Enterprise Data Warehouse history, mission, vision,
and artifacts.
• Research of the HHS agencies, the stakeholders, their issues, and
their objectives.
• Oversight of vendors including managing timelines and accountability
for the validation of deliverables.
• Interest in and application of data analysis techniques.
• Performing thorough business analysis pertaining to data governance.
• Facilitation and control of workgroups and workshops, ensuring that
agendas are adhered to and deliverables are generated.
• Understanding data management issues and ability to relate that
understanding to the HHS information technology organizations.
• Responsible for project documentation, including storage and
archival of vendor deliverables and artifacts.
• Development of presentation materials (MS/Visio Diagrams and
PowerPoint Presentation materials) and delivery of those presentations
to project sponsors and stakeholders as requested.
• Establishing and maintaining good interpersonal relationships
between the team and with the stakeholders.
• Ability to protect sensitive information and communicate tactfully.
Other Special Requirements:
If the Vendor or any of its Workers participate in the preparation of
specifications for any solicitation (e.g. Request for Proposals (RFP),
Request for Offers (RFO), etc.) that may result from work performed by
the Vendor under this agreement, or if the Vendor or any of its
Workers are capable of influencing the development of such
specifications by virtue of the Vendor’s work under this agreement,
the Vendor and its Workers are prohibited from performing any services
or receiving any compensation under a contract resulting from such a
solicitation.
II. WORKER SKILLS AND QUALIFICATIONS
Minimum Requirements:
Years Skills/Experience
12 Business Analysis in the information technology industry with
emphasis on understanding data, data flows, and the need for data
quality and integrity.
10 Coordination of cross-organizational initiatives to improve data
quality and integrity, establish data definitions, and document
business rules.
10 Facilitation of process design and business process improvement
initiatives directed at improving services.
10 Meeting planning, scheduling, materials preparation,
facilitation,
and follow-up on action items, with an emphasis on being able to
facilitate group discussion toward the objectives of the meeting
agenda. Delivery of presentations and training to all levels,
including end-users.
8 Creation and maintenance of documentation, including but not
limited to: strategic, business, and functional requirements, policy
and process documents, and training materials.
8 On a change management project, experience managing
relationships
and negotiating agreements with the project stakeholders, from
executives to technical SMEs to business stakeholders; expertise at
developing rapport and buy-in.
Strong Strong initiative and ability to identify priorities and
accomplish multiple objectives with limited direction
Strong Outstanding oral and written communication skills, including
superior presentation skills with creative responsibility in the
development of presentation materials.
Strong Expertise in utilizing MS/Office suite (Word, PowerPoint,
Excel), Visio, and Microsoft Project
Preferences:
Years Skills/Experience
Bachelor’s degree in Computer Science, Information Systems, or
Business or equivalent experience.
Broad understanding of data governance principles and
practices.
Experience with health and human services at the state
or federal
level in the areas of acute, managed, and/or long-term care.
Knowledge and understanding of current healthcare
initiatives, such
as Medicaid Information Technology Architecture, Health Information
Exchange / Health Information Technology, Patient Protection and
Affordable Care Act, and American Recovery and Reinvestment Act.
