Position:  System Analyst
Location: Austin /TX
Duration:  5 months + Extendable
Client: State of TX / Texas Workforce Commission


Contractor will be working on the Case Weighting for New Hire (CWNH)
Project to provide business analyst services to document recently
developed business processes.  Contractor will develop business
documentation for existing business processes and to-be business
process.  Will define the business processes by describing logical
operational steps associated with the programs.  Additional
responsibilities will be to test, maintain, and monitor computer
programs and systems, interview or survey workers and/or observe job
performance in order to determine what information is processed and
how it is processed.  Prior experience with Unemployment Insurance
(UI) programs and overpayment collection processes will be preferred.
For the purposes of this project, privacy is defined as the protection
of personally identifiable information of the citizens and businesses
with whom TWC interacts.  The initial work will involve the gathering
requirements, design, development, and documentation of the project.
Specific tasks include:

• Review current documentation for identified business process
• Documentation or assist in documenting business/functional
requirements
• Creates project specifications using flowcharts and diagrams
• Facilitate JAD sessions with project team and relevant agency
personnel
• Conduct interviews of relevant agency personnel regarding current
and to be business processes
• Provide an electronic written report on key findings describing
current and to be business processes
• Maintain all project artifacts (Requirements Matrix, Requirements
Documentation, Test Scripts, Test Plan, Issue List)
• Work within Agency Software Development Life Cycle (SDLC) including
the usage of Agency project templates

II. WORKER SKILLS AND QUALIFICATIONS
Minimum Requirements::

Years           Skills/Experience

8            Experience creating project specifications and
documentation using flowcharts, diagrams, and other business flow
models. Develops business rules as a sequence of detailed instructions
and logical steps designed for coding into language processable by
computer. Documents or assist in documenting business/functional
requirements.
6            Experience evaluating user requests for new or modified
programs. Customer collaboration to analyze business requirements and
perform technical analysis and documentation.
6            Experience gathering project related information,
facilitates over JAD sessions, develops and documents business rules,
requirements, and processes. Creates and writes documentation to
describe and explain project functionality and processes.
6             Experience defining test scopes, techniques, and
responsibilities for assuring the quality and serviceability of
changes to existing systems or the introduction of new systems to the
Agency, including new systems and maintenance to existing legacy
systems.
6            Through understanding of the overall organization of the test
process, the principles, procedures, and tools to be used and the
conditions under which the testing process can terminate, including
providing guidance on what should be considered in determining the
specific test strategies for a project or an application’s changes.
6           Experience developing test plans and test approaches,
including defect tracking procedures and progress reporting
procedures, test execution, test team roles, and responsibilities and
resource planning.
4            Experience creating testing strategies to address process,
roles and responsibilities and how the testing will be conducted.
Involvement with all test stages to ensure the quality of the software
product and manage change requests. Recreates steps taken by user to
locate source of problem to correct errors.
4            Experience documenting projects as Team Lead or assisting the
Team Lead. Responsible for, or assistance with, activities during all
phases of the system development lifecycle (design, code, test,
implement, and maintain).

2          Knowledge/understanding of TWC Workforce Programs, Employment
Services (ES) programs, Unemployment Insurance (UI) Benefits programs,
etc.
2         May provide technical assistance to program users.
2          Planning, scheduling, and documenting projects as Team Lead using
structured methodology.
1          Creation and review of test documentation including system test
scripts, test instructions, scheduling and document defects.
1          Creation and loading of databases.
1          Development and maintenance of Natural/Construct applications in
an IBM OS/390 mainframe environment.
1          Development and maintenance of COBOL applications and including
JCL, SQL, TSO/ISPF in an IBM OS/390 mainframe environment.
