Position: Project Manager 2 – Emerging (PeopleSoft version 9.1)

*JOB DESCRIPTION & REQUIREMENTS:*

*Position Description: *

The worker will assume principal responsibility for a major Information
Resources Project using PeopleSoft version 9.1 or above. The worker will
interact extensively with the TxDOT executive team. The worker will provide
overall direction to the formulation, development, implementation, and
delivery of a project. The worker will exercise management responsibility
over the achievement of performance, cost, and schedule objectives of a
project and its contracts. The worker will ensure that the tasks,
schedules, estimates, and status are maintained within the project plan,
and will disseminate information to team members and customers. The worker
will create a structure and organization for the management of a complex
environment with emphasis on quality, productivity, and consistency. The
worker will direct corrective actions in any area where performance falls
below objectives. The worker will arrange for the assignment of
responsibility to other supporting facilities, business areas, and support
functions, and monitors their performance. The worker will be self-directed
and independent while responsible for the coordination and completion of
projects. The worker oversees all aspects of projects, sets deadlines,
assigns responsibilities, monitors and summarizes progress of project, and
prepares reports for upper management regarding status of project.



*Specific tasks:*

·         Designs, plans, and coordinates work teams. Follows standard
project management industry practices such as the PMI framework.

·         Understands business and technical objectives of a project and
works closely with the project sponsor. Creates project charter and work
plan and tracks budget and schedule progress via appropriate metrics.

·         Establishes project organization and methodologies and defines
roles and responsibilities. Documents risks and develops mitigation plans.
Manages scope. Creates and implements a communication plan. Builds an
effective team, assigns tasks to team members, and evaluates outcomes.

·         Negotiates resources. Communicates to stakeholders and project
sponsor. Identifies, tracks, and ensures resolution of issues and removal
of barriers.

·         Provides technical support to project team members. Handles
complex application features and technical designs. Designs and implements
the components required for complex application features.

·         Generally manages a group financial subject matter experts and
information technology experts. Relies on experience and judgment to plan
and accomplish goals.

·         Requires effective leadership, collaboration and communication
skills as well as an ability to handle multiple assignments in a timely
manner with minimum supervision.

·         Highly skilled advisor in fostering strong client relationships
and influencing project management business decisions

·         Related professional certification is highly desirable.

                 Candidate must exhibit strong analytical, research,
writing and problem-solving skills, and work well in a team.
