*Project Scope:* The Districts Department of Human Services (DHS) will be
utilizing the IT Staff Augmentation (ITSA) process to add skilled resources
to a team of government staff for the purposes of modernizing the Districts
current consolidated health and human services eligibility and enrollment
system. The infrastructure in place also supports the Districts Health
Benefit Exchanges DDHealthLink.com.

*Position Description:* For the implementation of DCAS, the District has
procured commercial-off-the-shelf software, and services of an integration
vendor to build and integrate configurable solutions, to provide seamless
interaction between the consumer and the health insurance marketplace,
state eligibility systems, the federal and state data hubs, other systems,
and Human Services enrollment. In support of this effort, the procurement
includes a senior project manager resource with strong technical expertise,
operating within the governance of the DHS IT project management office
(PMO) a Lead Technical Project Manager, who will oversee the system
integration vendors Releases in conjunction with its contracted solution
delivery responsibilities. This includes all deliverables, activities and
tasks relating to architecture, infrastructure, packaged software
configuration/customization, solution component integration, and legacy
system integration across the entire system development lifecycle (SDLC) of
DCAS. A successful candidate for this position will be able to expertly
apply project management processes and principles across the system
development lifecycle.

*Primary Duties and Responsibilities:*
Define Release scope, deliverables and roles and responsibilities in
collaboration with stakeholders and business partners
Identify skill set requirements and roles and responsibilities of the
project team
Assign and monitor work of technical personnel, ensuring that project steps
are in alignment with business objectives, on-time and within budget
Oversee all project activities across both the technical development
domains and business/functional domains
Lead the technical aspects of a specific release through the full software
delivery lifecycle within a complex, multi-year program
Understand, track and articulate issues / risks / action items; work with
responsible owners to address the items on a timely basis; update the
appropriate audiences as needed
Establish relationships with technical teams in other LOBs to clearly
identify and manage interdependencies
Manage scope throughout the project duration. Maintain accurate program
estimates, timelines, work plans, status reports
Resolving conflicts by demonstrating leadership and appropriate
decision-making competencies
Identifying resource needs and negotiating with cross-agency leadership to
secure necessary resources and cooperation
Interfacing with senior technology and business managers across the firm
regarding project status and resolution of issues requiring escalation
Expertise in project management discipline and techniques
Ability to lead and motivate cross-functional teams and interact with all
levels
Identify, analyze and prioritize project risks and impact of risks on the
project
Monitor and control change requests and determine feasibility of change
requests and downstream impact. Manage approval process for change requests

*Qualifications:*
Four year college degree Required
Master of CS or IS -- Desired

Preference given to DC Residents and residents of the local metro area.
