Client is seeking candidates for the position of Requirements/Business Analyst, supporting the National Institutes of Health (NIH). NIH extramural program provides grants for basic science research in health. Client is modernizing the grants support systems for the National Heart Lung and Blood Institute (NHLBI), allowing staff and other stakeholders, such as grantees and program participants, to manage information efficiently as part of their public health and science mission. This position requires the candidate to work collaboratively and proactively with the customer and development team to fully understand the program and business processes, including facilitation of business process analysis meetings, requirements elicitation, and brainstorming or JAD sessions. The candidate must identify, refine, organize and document requirements for HRSA information systems. Strong analytical skills and thought processes are essential as candidate may be expected to help reengineer business processes and perform gap analyses. The position requires expert ability to document processes through swim-lane diagrams. Excellent written and oral communication skills are also required. The successful candidate will be able to demonstrate proficiency with appropriate software tools, such as Word, Excel, PowerPoint, Visio, Axure and Team Foundation Server (TFS). We also expect the candidate to have familiarity with Agile development methodology, UML, and EPLC/SDLC documentation and stage gates. As needed, candidate will support other activities such as technical writing and testing. Close, careful, and scrupulous attention to detail under tight deadline constraints is essential. Experience in executing software development projects as a part of a team is required. The ability to work independently and juggle multiple concurrent assignments is also vital. The position requires the ability to work directly with customers, peers, software engineers, and other stakeholders. The candidate should be willing to offer suggestions and insights, and to act as an advocate for stakeholders who may not otherwise be represented. However, when given direct guidance and instruction by the customer or the project lead, the candidate must respect those decisions and reflect them in the requirements documents and supporting materials. *EDUCATION: * Bachelor's Degree from an accredited college or university. Five years of direct, professional experience developing requirements for web-based information systems is considered equivalent to a bachelor's degree. Although a technical emphasis such as computer science, information technology, mathematics, engineering, or the physical sciences is preferred, more emphasis and weight are put on demonstrated work experience than on academic training and background. *REQUIRED SKILLS:* Candidate must have at least 6 years of progressive experience performing data analysis, requirements analysis, business process analysis, and information systems modernization. Candidate should be well-versed in IT and the software development lifecycle. Candidate should be familiar with relational database concepts. Candidate must have strong verbal and written communication skills, including technical writing for process and systems documentation, and have worked directly with customers and end users. The position requires access to sensitive, confidential health data; candidates will be required to sign and adhere to data use agreements on an annual basis for certain of the data they handle. *DESIRED SKILLS:* Experience in federal contracting, and using screen mockup tools, Visio and other tools. Knowledge and/or experience with Agile Development.
