The application supporting the MAPS (Michigan Automated Prescription
System) program currently uses software considered by the State of Michigan
to be frozen technology, and current application architecture design
no-longer supports recommendations for security, reporting needs, and
mobile needs. This statement of work is to obtain a contract staff member
who will work with a programmer/analyst with updating the system to meet
current DTMB standards for security, updating software to current DTMB
recommended standards, improving system performance to support increasing
numbers of system users, and preparing the system architecture for use with
mobile solutions. PLEASE see the detailed statement of work in the Req.
Document(s) section.
Skills Required

Additional Information Plans, architects, develops, tests, and documents
computer programs, applying knowledge of programming techniques and
computer systems: Evaluates user request for new or modified program or
analyzing and developing specifications to determine feasibility, cost and
time required, compatibility with current system, and computer
capabilities. Consults with users to identify current operating procedures
and clarify program objectives. Reads manuals, periodicals, and technical
reports to learn ways to develop programs that meet user requirements.
Formulates plan outlining steps required to develop program and submits to
users for approval. Prepares use cases and diagrams to illustrate sequence
of steps program must follow and to describe logical operations involved.
Relies on experience and judgment to plan and accomplish goals, performs a
variety of complicated tasks. Lead and direct the work of others. Wide
degree of creativity and latitude is expected.

security (i.e. threats, vulnerabilities, mitigation, security best

5 Develops and recommends appropriate
mitigation countermeasures in development, operational and non-operational
situations to safeguard confidential data against accidental or
unauthorized modification, destruction, or disclosure.
5 Performs and reviews technical risk
assessments and reviews of applications and systems, including application
architecture and environment.
5 Verifies that applications meet security
standards and that appropriate security patches or upgrades are applied.
5 Develops procedures for maintaining security
standards/requirements for assigned product applications/systems.
5 Experience using application scanning tool
or similar security testing tool.
5 Experience performing manual application and
system penetration vulnerability testing and exploiting vulnerabilities.
5 Experience in developing secure web
applications.
5 Experience performing black box (dynamic)
testing and code reviews (static reviews).
5 Experience performing manual verification of
vulnerabilities found during assessments.
5 Thorough knowledge of information technology
security methodologies.
5 Skill in effective verbal and written
communications with other computer professionals and clients.
