Actually, my original statement was that we should recommend against
capitalizing 'without', based solely on the recommendation of CMS.
But I also recommended not capitalizing in practice until the GDSG
was actually changed to recommend capitalizing.

Pat Costello then came up with a slew of references from various
style guides which do recommend capitalizing long prepositions,
and the general consensus (between me and Pat, anyway) was that
we should capitalize 'Without'.
