Language settings in Gnome is handled in "Desktop->Administration->Language". It requires root password to change. This is really bad if you have users of different
nationality.

Shouldn't there be a per user way of changing the language. The current default language setting should only apply to login screens and what language new users
get by default when they are created by the system administrator.

Or is there a control like that, that I am unaware of? If not, would there be any technical or other usability problems implementing a per user language setting.
