Also, bearing in mind that the original function of menu icons (when they were introduced on Windows) was to indicate menu items that also appeared on the toolbar, it might be interesting to investigate whether any users find that to be an efficacious model, or whether they just expect to see icons for everything/nothing/"important" things.
