Nothing in the HIG, that's Documentation Styleguide fodder... looks like the best list we have there is http://developer.gnome.org/ documents/style-guide/gnome-glossary-user-actions.html. It doesn't mention files as one of the things you can "open", but since File- >Open does just that in most applications, it seems like an appropriate verb for this specific example at least.
