It's there in Gnome >2.18 (it's not actually in the main bar but just below it in a colored ribbon, but it's as accessible as if it were) As for the rest, you have progress bars (that don't give you the speed), but it's true the splash screen could use a GUI (maybe in the new appearence capplet ?)
