Thanks to all, I did get this working. My test app does re-enumerate the device, which afterwards is present and usable. [I have assumed that after re-enumeration I do not need to issue a USBDeviceClose().]
Thanks for the additional links. From now I will have time to actually take a breath, study up, and get things going properly. I was tasked to come up with a yes/no answer to this problem by end of business day today, which is why I was rushing into things pell-mell. Fortune favors the foolish.
