It's selected under "Dev => Test target" and the emulator is running on
screen.
The test button is enabled, but when I click it I get;
Building classes...
Assembling assets...
The it stops with the "Unable to build app for testing: could not
generate package manifest" error

Even though the AVD manager is running, you 'must' have a virtual Android
device fully booted, and have it selected under the Development> Test
Target menu.
