Surely the best way to see whether the slow down is LC 9.6.4 or MacOS Big Sur is to install LC 9.6.3 alongside 9.6.4
However, I should say that as soon as the Monterey (MacOS 12) betas became available I dropped Big Sur (MacOS 11) like a hot potato, and have found MacOS 12 beta far, far better. Personally I look on MacOS 11 as an awful alpha thing best avoided.
