Interesting. I just had the opposite experience. My Time Machine drive seemed like it was active constantly, and it took forever to copy a few megabytes of data to the drive. I finally realized, after some googling, that it was a faulty backup drive. I reformatted the drive, ran disk utility, and Time Machine is happy again.
