Ralph, I'm not seeing anything like that here. But I'm on an iPad 4, not 2. Not really sure what to suggest. Do you get some kind of error when trying to reinstall your app? You mention not being able to install from the App Store. Can you not find your app there, or does it just not download properly?
Wish I could help more. Seems like a strange problem, especially if your app is already in the store and you're just trying to re-download it.
