Hi Richard, yes, it is still mandatory to have the UDIDs. You have add those to your dev account.
Btw.: A nice tool for submitting iOS Apps to the test devices is Airlaunch from Jacqueline Landman Gay. A nice review of that tool can be found here http://newsletters.livecode.com/february/issue128/newsletter3.php I am using it with dropbox to publish the files to the test devices.
