If the group is enabled, then yes, a handler in the group for the message that would have been sent to the disabled control (i.e. mouseUp) will execute. Example: A mouseUp message is sent to the top most control. If that is enabled and has a mouseUp handler, that is executed. If that control is disabled or has no mouseUp handler, the message continues down the message path to the next object (a parent group or the card or the stack or the engine).
