iPad 1 could only go to 5.1.1, so if you’re on iOS 6, I think whatever iPad you have can be updated to iOS 9. If you only want to update to 7.1 I’m not sure where you would get that. One possible problem is that Apple would stop signing out of date versions, which would mean that if you found the installer it may still not work.
