To answer my own question, it seems that constants on LC Server only work in handlers.
So this script outputs the values <?lc on showCostant constant kText="Peter",kNumber="3" put kText & "<br>" & kNumber end showConstant showConstant ?> I think that´s a bug, either in LC Server or at least in the documentation, as the documentation doesn't mention it. So i filed a bug (#19886 <http://quality.livecode.com/show_bug.cgi?id=19886>).
