I couldn't find such an external by Mark Wieder, but I noticed there
is one in the Externals SDK:

Mark Wieder wrote a DriveType external a while back, but I went a
simpler route: my apps just check to see if they can write to
their application folder, and if they can they store prefs there,
if not then they store prefs in the Prefs folder.
