IMHO, this is not shocking, so long as all of the participants are "adequately/completely" informed as to the consequences of their actions.

What IS shocking is that ANY government should take it upon itself to deprive individuals of doing whatever they wish with what is theirs - THEIR BODIES, THEIR MINDS, THEIR SPIRITS AND SOULS!
