Look in the engine change log in the 2.9 release folder. It says:
is within

Previously, the "is within" operation would include bottom and right
edges of the rectangle in the test. This is inconsitent with all other
areas where rectangles are used in Revolution where the bottom and right
edges are not included. The previous functionality is also inconsistent
with the HyperCard implementation. Therefore, the functionality has been
changed.
Please ignore my last post. I was a bit hasty. Yes, it's confirmed, but
it conforms to the description here and is not in any way critical. I
my pre-coffee state I was confusing "is within" with "is in", which
would be an altogether different matter.
