This should work
copy /y nul <filename.extension>
I did not test it, but it seems to be feasible.
DON'T DO THIS! This changes the last mod date, alright, but it also wipes
the file clean... what you're doing is saying "make a copy of this file with
nothing in it and overwrite the file of this name".
