means prevent the opening a stack without touching the cgi source
code... tricky...

That is strange. One should be able to re-issue start using without any such dialogs popping up. If stack is already in use, it should just move up in the list of stacksinuse. I suspect something more is going on that opens the stack not just puts it in use.
