I use Rev 2.9 and 3.0 on my laptop (XP SP3) without problem.
So I would be inclined to think there is some conflict between Rev
and another running process.
Which is the culprit I can't say :-(
You might try to unplug your internet connection then shut your anti-
virus, firewall, e.g. all background processes, etc.
Shut all open applications and load each of them one by one when Rev
is already running and test.
Boring job...
