No it isn't - it's all vector graphics, because an image of those pixel dimensions probably wouldn't even load in the browser. The JPEG format only goes up to 30,000px in either dimension, and this would be around 1,000,000,000px...

Something similar would be possible in Rev using either a series of images for different zoom levels, or an image file for each object plus a bunch of fancy scaling handlers, but the file size would be correspondingly larger than the example given.
