Pretty well any email client should open it, it's just an email saved as a text file.

You get the same from Mail if you drag a message to the Finder - and Quick Look will actually display the formatted message.

opened the .eml format document entirely smoothly (although an internet search only
seemed to yield leads to commercial software that  could do the job).
