 Easiest way to do this is from the menubar:
 Select the background group
 Click Edit group (starts the edit process)
 Import as control (imports the image into the background)
 Click Edit group (ends the edit process)

Did you resize the image?
Sounds like the image resizes to its orginal dimensions after setting the filename or importing it (again).

In the "Inspector" palette -> "Size & position" check "Lock size and position" (lockloc) after you set the correct size of that image object.
That should fix it, if my presumption is correct
