Not sure how to refresh the Plugins menu directly, but in my (limited) experience, the dialog launched from Development > Plugins > Plugin Settings is able to see anything newly added to the plugins folder in its pulldown list. Perhaps you can poke around there to see if there's anything you can hack into.
