Would it be best to create each "step" of each arm in Photoshop and show each in succession as time goes by???

That's basically what Serendipity Library's ClickClock does...except the hands are hands instead of numbers.
If you go this route, it makes sense to me to make the images .gif files and consolidate them in an animated gif.
