Extensions and Control Panels can access the Internet, in addition to regular user apps. Try using Conflict Catcher to turn of extensions, if you have it. Or look for new Extensions or Control Panels installed around the time the problem started and try disabling them (removing them from Extensions or the Control Panels folder)
