Not until after your post about it not working. So I tried my app and it also doesn't work. So my experience is *exactly* yours. :-|
I just tried this and was able to get the icon to work. I opened my stack in Resource Hacker and went and changed the first icon to the one I wanted. I then deleted the second icon and saved the file. The icon showed up, and my stack ran.
