Is there anything else besides PS that might have that feature? If I knew what it was and how it works, I might be able to come up with something.
Use Graphic Converter and save the image as a transparent GIF. I've had good luck with that.
If your graphic doesn't look right with transparency, then try saving it as an opaque image in any format (jpg or gif, etc.) Then use Rev's blendLevel property to adjust the image's translucency within the stack.
